About EMpower Emergency Physicians
EMpower Emergency Physicians was founded in 2003 as a democratic physician managed group with eight original partners. The focus of the group was to help restructure and analyze business practices to improve patient care and satisfaction. Over the years the group has grown exponentially and now contracts with four medical centers in Arizona.
Our medical providers have a long history of both patient satisfaction and provider satisfaction. In addition, MDs and DOs are board certified or board eligible through the American Board of Emergency Medicine.
EMpower’s Emergency Physicians excel at improving the quality of care patients receive while increasing hospital revenue and standing in the communities they serve.

Our Leadership
Anne Burns, MD
President of EMpower
Dr. Anne Burns has has been on the medical staff at St. Joseph’s Medical Center and St. Joseph’s Westgate since 2004. She attended college and medical school at UC Santa Barbara and UCLA respectively. She chose emergency medicine as her specialty, completing a residency in Emergency Medicine at Harbor UCLA Medical Center.
After a year as chief resident and a short stint on the academic faculty at Harbor-UCLA, she returned to her hometown of Phoenix and joined Empower Emergency Physicians. She is currently the Emergency Medicine Chairperson and the Medical Director of the SJHMC ED. Dr. Burns is active in her community as well, participating on the St. Joseph’s Foundation Board, St. Joseph’s Community Board of Directors as well as the Board of Visitors charitable organization.
While not working, Dr. Burns enjoys hiking, travelling, cooking and spending time with her teenage sons and golden retriever.
Dan Bishop, MD
VP of EMpower
Dan graduated from the University of Utah with a Bachelor’s degree in Interpersonal Communication. He went to Oregon Health and Sciences University for medical school and graduated in 2005.
After a one year internship in internal medicine, he completed a residency in emergency medicine at the University of Florida, Jacksonville Hospital. Since that time, he has been with EMpower Emergency Physicians.
Dan is married with 3 kids. He spends time doing service with his family, enjoys trail running, hiking and general adventuring.
